Lead Business Systems Analysts perform the highest level of systems analysis and design of enterprise business systems applications. The classification is responsible for providing the highest level of technical and business expertise in the analysis, business process documentation, installation, testing, and design of Information Technology business systems. The City of Phoenix seeks a dynamic, experienced, and results-oriented professional to fill the position of Lead Business Systems Analyst.
Currently, a vacancy exists in the Public Works Department, Solid Waste Division. This position reports to the Deputy Public Works Director, and is responsible for supporting all phases of projects, programs, and initiatives while facilitating requirements management. This role helps define and clarify business and technology strategies and provides recommended solutions for strategy proposals made by executive leadership. Areas of responsibility include, but are not limited to: overseeing business and technical requirements gathering, creating documentation, analysis, measurement, improvement, solution design, assessment, training, implementation and application usability. This position provides support for various applications with an emphasis on root cause resolution.

$63,315 - $94,328 annualized. Appointment can be made above minimum depending upon qualifications.

JOB REQUIREMENTS - To meet the minimum qualifications for this recruitment, you must have:
Five years of experience in systems analysis, configuration, and testing of enterprise applications.
Bachelor's degree in Business Administration, Management, Computer Technology or related field from an accredited institution.
Experience with cross functional teams supporting large departmental and enterprise-wide programs/projects.
Experience analyzing business processes in an organization for inefficiencies and inadequacies, and make recommendations for improvements that can be attained through use of existing and/or new technology.
Excellent verbal and written communication skills and the ability to interact professionally with a diverse groups, executives, managers, and subject matter experts.
An equivalent combination of related experience and education may be considered.
This is a salaried/exempt position and incumbents must have the ability to work after hours, including evenings, weekends, and holidays as required.
Strong analytical and business skills, including a thorough understanding of business process modeling, ITILv3, Cobit, BABOK.
Understanding of Competency in Business Analysis (CCBA) and/or Certified Business Analysis Professional (CBAP) designation from the International Institute of Business Analysis (IIBA)
Facilitating and presenting to small and large groups
Lean/Six Sigma Training and/or Certification
Experience building relationships and partnerships
Understanding of Business Intelligence (BI) and experience with using one or more tool sets to display data in reports, dashboards or graphics.
Experience with managing large projects with a project management tool.
Experience with Microsoft Project Web Access (PWA) for managing enterprise and/or project tasks and initiatives.
