Rutgers, The State University of New jersey is seeking a Program Manager for the department of Health Sciences IT. The Program Manager is a central-IT position reporting to and working closely with the Associate Vice President (AVP) of Health Sciences IT to develop and manage business intelligence, projects and plans supporting the development and implementation of an IT road map designed to help Rutgers Health become a national leader in reshaping healthcare. With the goal of creating an integrated, aligned and collaborative IT community across the institution, the position is involved in research, analysis, interpretation and preparation of information related to the technologies used by the University's Health Sciences schools, organizations and units. The Program Manager organizes, prioritizes and coordinates the administration of action items, projects and/or processes and plays an integral role in technology program and project development, deployment, and management. This may include custom development and third-party product acquisition projects, as well as, requisite installation/deployment, data migration and system integration/interface activities across the Health Sciences enterprise. The incumbent is expected to develop and leverage collaborative relationships with University IT leaders, administrators, staff and faculty, in order to achieve goals.
Conducts and formulates research, analysis and conclusive interpretation of data to support strategic, business and service development decision-making and planning activities related to the University's healthcare IT solutions.
Participates in high-impact, enterprise-wide, strategic programs and initiatives.
Develops and reviews estimates and estimating assumptions for project schedules, effort and costs, using established best practices.
Defines resource requirements, project related costs and other project management-related documentation. Manages all changes to requirements through a formally defined scope change process.
Evaluates various sourcing strategies for IT programs/projects, and participates in vendor management activities, including proposals, bids, and execution/delivery of critical technology-based solutions
Measures and monitors process to ensure that programs/projects are delivered on time, within budget and that expectations and requirements are met. Balances scope, schedule, budget, quality and risks.
Performs special projects and analyses as assigned and represents the AVP of Health Sciences IT in key meetings.
Plans, manages and provides regular status updates to the AVP and IT Leadership on programs and projects.
Coordinates all aspects of assigned projects, and ensures that good project management practices are being consistently applied.
Facilitates communications across IT groups, user and customer communities.
Participates in direct risk evaluation and compliance management processes.
Minimum Education and Experience:
Bachelor's degree in Computer Science, Information Technology, Healthcare IT or related discipline, with six (6) or more years of related experience in a healthcare IT environment, including program/project management experience.
Equivalent education, experience and/or training may be substituted for the degree requirements.
Experience planning and implementing new technology solutions across the IT spectrum, including experience with, e.g., custom development, third-party acquisitions, systems conversions, including installation/deployment, data migration, and system integration/interfaces in a healthcare environment.
Experience with business analysis methodologies and working knowledge of business analysis documentation standards.
Experience with healthcare industry standards.
Experience with IT budget planning, financial management, vendor management, and resource management.
Experience working with internal and external stakeholders at multiple levels, with and without technical backgrounds, and the ability to distill complex technical processes into clear business terms.
Experience with proactive management of vendor deliverables, schedules and risks.
Required Knowledge, Skills, and Abilities:
Ability to participate in and/or coordinate various aspects of cross-functional teams or projects.
Strong knowledge of IT and infrastructure planning and operations, design and deployment, as well as system life cycle management.
Solid understanding of practice management, revenue cycle management and clinical workflows.
Strong leadership qualities with the ability to drive and influence management and stakeholders at all levels.
Exceptional communication skills, written and verbal, as well as demonstrated ability to make senior-level presentations and facilitate multifaceted discussions.
Broad knowledge of current and emerging technologies, technology directions and strategic application to business needs.
Exceptional project management skills, including the ability to effectively deploy resources and manage multiple projects of diverse size/scope in a cross-functional environment.
